Covers obtaining agendas and papers in advance where they are published, taking a record that distinguishes decisions from discussion, obtaining the official minutes afterwards and comparing them with your notes, and reporting a proceeding accurately when the published record is thin.

Guidance on the documents that county governments and local bodies place on public record — assembly order papers, committee reports, published resolutions, ward development records and gazette notices — including following one decision through every published stage and describing accurately what each stage establishes.

- Worked through using records from your own county
- A written directory of document types and usual publication timing
A programme supporting sustained reporting on local services and spending, grounded in published records and properly conducted interviews with residents and officials — building a picture over months, approaching officials with specific documented questions, giving fair opportunity to respond, and publishing in a form the community concerned can actually use.
